sendmail start will do /usr/sbin/sendmail start (or /usr/lib/sendmail start).
What you want is /etc/rc.d/init.d/sendmail start (or /usr/sbin/sendmail -bd
-q15m ... or -q1h depending on the frequency with which you want to process the
queue)

Fix your dns / hosts file. If that is the PC Quest CD, run ./pcqupdt after
fixing your resolv.conf to look like

search rocklines.oyeindia.com
nameserver 192.168.1.1
nameserver 207.235.6.65

[put your isp's pri and sec dns into the 'nameserver' lines]
