Do you have tcpd and telnetd installed?

The other way - /etc/services has telnet port entry and inetd.conf has
telnet enabled.

On redhat, tcpd is in tcp_wrappers rpm, and telnetd is in telnet-server
rpm. YMMV. Check if you have the executables /usr/sbin/tcpd and
/usr/sbin/in.telnetd (usually - check inetd.conf for the actual path).
