Couple of things you can do:
1. Grab a newer version of the package that contains
/usr/sbin/dpkg-preconfigure from the Incoming directory (See Developers
Corner in the Debian website).
apu:/u/thaths 11% dpkg -S /usr/sbin/dpkg-preconfigure
debconf: /usr/sbin/dpkg-preconfigure
Then install that package using dpkg --install debconf*.deb
Alternatively, you can also grab the /usr/sbin/dpkd-preconfigure from
another machine which hasn't be upgraded recently.
2. If dpkg --install does not work in either cases, grab the latest known
working version of debconf. Unpack it by running 'ar -x debconf*.deb' and
'cd usr/sbin/' and copy over the extracted dpkg-preconfigure to /usr/sbin/
