Please forgive me if this is patronising, but I have seen some pretty silly 
things in my time. Is your ISDN line setup properly? PHONE1 is an *output* 
line. You should have a line from your NT1 (which is usually provided by 
DOT) to a port on the TA marked 'ISDN'. The ports marked PHONE1 and PHONE2 
should be connected to telephone handsets. Please confirm that your 
hardware is wired properly.

I have not used wvdial with an ISDN TA. So I'm not sure about it. However, 
*if* your TA is connected properly you should have a direct outside line. 
There should not be any requirement to dial '0' to get an outside line.

Considering that you couldn't connect with Windows either, I strongly 
suspect that your wiring is wrong.
