That's odd. I've used the RL8029 on a number of machines and had no
problems with it. I suspect either a misconfigured card, or more
likely a speed auto-negotiation breakdown between the card and the
switch (you were using a switch, weren't you?). There are utilities
available on the 'net which allow you to force the card into 100BaseTx
mode (or even 10BaseT if you're a masochist) and once you use those,
the cards shines.
