if VSNL allots DNS I doubt if they'll give you control over rDNS for less than
a /24 ... and they dont have any idea what a PTR record is, unfortunately (this
is an ongoing issue with them here)

Or have VSNL maintain the DNS for you and point to their servers in resolv.conf
(they charge extra for this)
