pdf latex generates pdf from latex, but if the latex file is including
pics as eps or ps ( thats the only format latex handles ) pdflatex cannot

So as has been said one an generate the ps file and get pdf from it. All
of ps2pdf, dvipdf etc uses ghostscript. So one can directly used it like
gs -dNOPAUSE -sDEVICE=pdfwrite -sOutputFile=foo.pdf foo.ps
this way one can use different gs drivers, gs6.05 has a better driver than
the earlier pdfwrite, and produces smaller pdfs.
dvips can directly take the dvi output ( obtained from latex ) and turn in
the pdf but internally it actually converts it int postscript and calls
gs' pdfwrite on it
