I really don't have the enthusiasm to type all that back in, so please
search the archives.

I'd suggest qmail and Maildir format for mail, so that quotas can
be enabled easily. Or install Cyrus IMAPd, which supports mailbox
quotas. Or sendmail + patched procmail + Maildirs. Enable quotas on your
/home partition, and set quotas for every user.
