I don't get what you mean here. How do you create groups in /etc/pam.d?
If you want to add a group, then use the groupadd(8) command. To add
users to that new group use the usermod(8) command.

Don't mess around with /etc/pam.d files unless you know what you are
doing. It can totally lock up your system - even root logins will be
disabled.
