linuxconf has a web based configuration concept. Just enable linuxconf
from /etc/inetd.conf and point your browser to http://server:98. I'm not
sure how useful this will be to you, as I rpm -e'd linuxconf long ago.
Webmin is fine; and quite modularised. Can't really call it overkill...
Otherwise, I guess you'll have to write your own code, with the exact
specifications you require. :-)
