Install the sendmail-doc-[version].rpm
Or if you compile sendmail from source you'll get it in
/path/to/sendmail-source/doc/op/
there are two files op.me (a rather weird format which requires multiple
operations to view it) and op.ps (standard postscript)
As for the macros, the explanation is in cf/README
