hmmm looks like, this should be moved to LIG now. Yeah I know i am not
practicing it myself, but pardon me once, as I am yet to subscribe LIG. So
I wouldnt be responding to this thread here anymore.

ok... lets agree that lock is a very relative term. I can lock my house
with the el-cheapo click locks or a zillion lever monsters. If you brute
force every lock will break....well eventually. 

 So I would not really agree that a burglary on an unlocked house is
unpunishable. But yes, the owner should certainly share the
responsibility.

 One should have both. But as they say a pedestrian has to be more
carefull, because whoever is to blame, its he who gets hurt the most.

  What about pickpockets...;) your pocket wasnt *locked* when it got
picked, would you be feeling that magnaminous about the above maxim if
this happened to you.

  However a scan should not be considered an offence perse. If someone is
giving my locks and bolts a close look, I cant do anything...its there
for everyone to look at. But if he is rather persistent and happens to
carry hacksaws and gascutters I am sure within my rights to inform the police.
