The question of ethics is best left to individual, but it is a world wide
accepted practice to lock houses, and no body leave their house open because
it is illegal to walk in to a unlocked house.

My point was instead of discussing ethics, chasing the hackers, informing
the ISP, Admins should make their boxes tightly secured so the incidences of
break in are avoided.

I do not think any law enforcing authority would care to probe a theft in
unlock house and same applies to cyber laws.
