I'm no expert (yet).
Actually, how about mirroring a few sites? Set up mirrors on a few machines
around the country.
Mirror the major distributions, some commonly used stuff from freshmeat and/or
sourceforge (and any other places you may like), ftp.kernel.org. gnu.org.
Lets see which LUGs should mirror what:
ILUG-bom has a ftp site ready.
Any other lugs? Lets split up the data so that no lug is hit too hard for disk space.
