I think you forgot an essential thing to do...

Refer to man rpm.

To upgrade you should typically use

rpm -Uvh <xyz>.rpm file

This will take care of the upgradations etc IF YOU INSTALLED THE OLDER
WEBMIN using an rpm.

Its always good to look at the man page before looking around elsewhere.

In case of a tarball, what you do basically is manually unpack the archive
and then do a make ; make install which is like doing the things manually
without keeping a track of which files go where.

If you then ave to reinstall, in most cases you manually need to remove
the concerned files from your filesystem. Which is painful.
