Simple.  If your earlier vi session crashed (maybe your vi dumped core, or your
telnet session to the box ended etc), then the partly-edited file will be saved
in the temp directory.  You can choose to delete that file, or edit it and
continue from where you left off.

reasons are given here ...

> (1) Another program may be editing the same file.
>     If this is the case, quit this edit session to avoid having
>     two different instances of the same file when making changes.
> 
> (2) An edit session for this file crashed.
>     If this is the case, use ":recover" or "vim -r inetd.conf"
>     to recover the changes (see ":help recovery)".
>     If you did this already, delete the swap file ".inetd.conf.swp"
>     to avoid this message.
