I tried the server, no problems . I first made a 4.2-install.iso
of size 63500000 bytes using a program and then used wget -c -nd
<server/path/file>. It shows only the diffreence being downloaded.
Here's the output:
$ wget -c -nd -b
ftp://ftp8.freebsd.org/pub/FreeBSD/releases/i386/ISO-IMAGES/4.2-install.iso
$ cat wget.log

ftp://ftp8.freebsd.org:21/pub/FreeBSD/releases/i386/ISO-IMAGES/4.2-install.iso
