Yes , I am able to do the surfing or transfer of files in windows in my lan . but in 
linux nothing. Also i tried same network card configureing in my other linux system 
its fine there . i am not getting where lies the problem . 
       Any sugesstions .....

is the card actually transferring data when you're running windows? Can
you get a file from another machine to your machine in windows? Please put
the card on a working lan and check.

Sometimes cards are bad and everything seems OK but they don't transfer
data. (sometimes this is detected as you are detecting while failed
initialisations and can be corrected in software with lots of effort)
