If it is not there than create it using the following :
su
cd /dev
mknod agpgart c 10 175
Now do startx. It should work.

Yes. If you are using deb files than continue with debs. I have no idea
of what happens with .tgz. If you use .tgz then you will have to know what
is copied where. Never installed xserver using .tgz files.
