Which means that your users don't have shell access to the system? If
you want to implement quota only on the mailbox, I guess it is hard to
do with the mbox format you are using now. Time to look for alternatives
- Courier from www.courier-mta.org would suit you - it can implement
mailbox quotas, as opposed to user quotas.
