In exim, it's simple as hell - in the transport which deals with delivery to
these users, just put the line quota=5M (or whatever).

Something similar can be done with sendmail but it is likely to be a mild
hassle (you basically have to see the part which deals with local delivery to
the mailbox - this checking is a function of the local delivery agent)

Exim does that as well.  So does postfix.
