though the subject line said BW, the question was different ;)
I guess more about letting 2 groups access 2 different interfaces. So 2
sepearate proxies should be ok

I think the shapecfg utility does some bw control on outgoing packets,
this is totally unauthoritative though. OTOH wished i read up on "eql" 
when there was a discussion on sharing the connectivity over
multiple modems. Looks like a good utility to have if one can survive
multiplied phone bills ;)
