usualy this notice comes when the netscape program creates
.netscaperc in yr home dir while opening netscpe browser
this file is not created every time u run netscape command
thats why u dont get this notice every time
actualy i have to remove .netscaperc to keep it running
correctly some times ,from there i got this experiance
others pls add more details as i can,t get the exact reason
why this file is recreated some times automaticaly
