sendmail.ct is old syntax - you seem to be taking it from the Bat book
(O'Reilly) which deals with sendmail 8.8.8 (or maybe 8.9.3)

you put this in sendmail.mc and regenerate sendmail.cf.
The default (at least in sendmail 8.10 and above) is /etc/mail/trusted-users.
Whichever file it is - sendmail.ct or /etc/mail/trusted_users - just put the
trusted usernames there one by one
