Nope, they are right

It is not a /16 here. There are 16 class B ranges reserved here, and the block is /12.

It is 192.168./16, with 256 class C blocks.
(Note that class A,B and C are defined on the position of bits in the first octet. The
mask has nothing to do with an address as being in a class A,B or C, other than the
fact that these bit combinations have masks ending at word boundaries).
