ok this seems to be one way of doing this. but httpd.conf file has to be in
/etc/httpd/conf, which is only accessable to root. and ftp into the root is
not allowed. second, being a user i can ftp the conf file in my own area,
then how do i change the behaviour of allowing apache to read the conf file
from my area and not from /etc/httpd/conf
i can access /etc/rc.d/init.d/httpd thru webmin, can the behaviour be
changed using this.

ftp the httpd.conf file down, make changes, ftp it back up.
