fetchmail - if they run pop / imap as well.
or put a .forward file there pointing to whatever account you can reach using pop3

A subdomain?  You'd need an IP ...

user    IN A    ip.add.re.ss

for example.

domain.com/~user doesnt need that.

if there's a public_html or other directory create your html files (call one
index.html say) and put them there.
