A CD can store a lot more than just 650MB the only problem is that you
would need to change the number of sectors being stored and things like
that. From the OS point of view this doesnt matter at all. But most CD
Writers wont be able to handle the new sector layout. If you have
noticed file sizes in the older VCD's you would notice that what is
stored in 2 VCD's amount to a total of 700=750MB - 400+ on the first CD
and the rest on the second CD. Thats quite a lot of disk space being
wasted considering the fact that a CD can usually have 650MB. This the
reason why most new VCD's go for the enhanced sector layout and fit
everything on one VCD.

As for MTV and other VCD players they are aware of this and read the
CD's appripriately. That is one of the reasons why you shouldn't mount a
CD and then play it.
