do you mean a server or a client ?. From your description it seems you are
talking about a client. ( to nitpick, ppp doesnt have servers or clients,
as each of them are equal, but one can call the machine asking for a
connection a client. This simplifies description). If you have setup a box
that others will conect to over a modem, then yoiu have setup a server.
And the succesful operations you described, did you access the machines
through IP. Its possible you have not set your config up to use a dns.
Edit /etc/resolv.conf to add the IP of a nameserver one if you have missed.
About the slow thing, do post the results of ifconfig and try pinging
the server to which you are connected.
