I would, unless every user on the system had his/her uid set to 0! :)
/bin is owned by root as are most of the other directories...

Directories under /home are owned by users.../tmp files are onwed by their
creators...

I wouldn't break my head about restricting access to / unless you know
your users to be hostile!
