This won't fit in 8 bits. Read this as 192.168.0.0/24, thats a network of 254 machines 
in the 192.168.0.0 class. 192.168.1.251/24 is a rather odd network, badly numbered.

A /32 is a single machine. If you need a network, select the appropriate netmask.

Usually you will use a RFC 1918 class C, thats a /24.
