Though GNU cash is available as the acct package, but it is not suitable
for Banking purpose. U have to devel some custom SW for them.

The best choice is --
Server needs to be FAT server
Clients needs to the Thin Client
On eprom boot in the client, the client will do the remote X in the
server and run the application
The app can be Web-front ended application / typical X based app
developed in QT/GTK

The best choice is MySQL / Postgres (i feel this is better as it
supports transaction/rollback)
