My GVC modem has got the above problem. In my /etc/wvdial.conf I have
got the following which works without any problems :

Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 S11=55 +FCLASS=0
Init3 = ATX1
Init4 = ATM1L1
