This is the reply I got from mplayer-user list from Arpi, the lead 
developer of mplayer.

No. It's only saving demultiplexed mpeg-ES video packets. It was an
development option used for debugging teh VCD stuffing bits problem of
libmpeg2.

because it's raw ES video stream. it was created to cut out buggy part of
a VCD disk, to futher analyzing by libmpeg2 developers.

so, again: it isn't an end-user option, this is why it's undocumented.
it was added only to help debug a specific bug of libmpeg2, and not used any
more and has no any sense to using it. i'll remove.
