You need to set a appropriate content type for the data you are sending.
If you don't send a Content-Type header then Apache will send one of
it's own depending on the file extension which is being delivered. In
yourcase it is sending a Content-Type of text/cgi I assume which
obviously your browser is not able to understand and is prompting you to
download it.
