Good Linux to everybody,
I was also facing the same problem. But I know most of the configurations are done
via .conf file of that perticular app. So I watched which app. is running while
dialing to internet in X. It was wvdial. So I searched for wvdial.conf file in
/etc directory. I opened it in gedit. And changed 2nd string in [Default Setting]
to AT X3 S10=200 instead of the default string.

If you want to reset the modem, enter AT &F as the first string to reset to
factory defaults.
As far as restting is concerned , you can use "setup" command to reconfigure some
devices, I think so. Or use control panel's configuration tool .

That's all there ! It worked !! I am able to connect to internet.
I have already answered it to "modem string" query.

N.B. : Always make a backup copy of any file which you are about to edit/change.
For eq: copy /etc/wvdial.conf by the name /etc/wvdial.conf.bak. So you can
restore it, if any-thing goes wrong.

Regards !
