There is an option in YaST-2 for making  boot floppies.
In case it has been removed in SuSE-7.0, you may use my
bash script (mbf) viz Make Boot Floopy for the purpose. 
It works for all distros. This script was developed for
testing new kernels from floppies,  but it will do your 
job as well.
