[LIH] HowTo Set Diskquota

hi,

Can any one say : 

           How can i create a user and limit his diskusage to 10MB 

I am using PCQ Redhat Linux 7.1 ,
Can i use diskquota if YES how can i use it 
I have tried with linuxconf but still have problems

do any one have answers except man quota , man setquota .......
