[LIH] user privilges

hi all
   i wanted to know how can i set the various privilege levels for the
users....like if a user can shutdown the system....and the like.
i think user management through linuxconf( in RHL) gives these
favilities...i just wanted to know how i can do it without a utility like
linuxconf.
