On a stand alone box, this is abs okay, but on a multiuser
system changing permissions of /sbin/shutdown (or for that
matter any of the /sbin utilities) is just as good as executing
/bin/laden (as newlxuser puts it) ... NOT recommended.
For a standalone box, the simplest way is to leave /sbin
permissions as they are ... Change Ctrl-Alt-Del key bindings as
per LOST tip below ... and then, if you yourself want to
shutdown as an user instead of logging in as root ... do a three
finger salute.
If all your networked boxes are adjacent to each other, (or at
least within visual/ voice contact), you may consider giving
sudo access to few selected users, otherwise ... NO !

Sub : Ctrl+Alt+Del key bindings (#1) LOST #012
To change the bindings of ctrl+alt+del to "shutdown -h now",
instead of "shutdown -r now", edit /etc/inittab. The line you
are interested in should look like this:
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now
Just change "-r" to "-h".
