I have done those things. I get wwwoffled started by 
/etc/rc.d/init.d/wwwoffle.init.
This I could see by
cat /var/log/messages | grep wwwoffled
I also have /etc/ppp/ip-up.local to start
/etc/local/bin/wwwoffle -on
/etc/local/bin/wwwoffle -fetch
 also have /etc/ppp/ip-down.local to stop
/etc/local/bin/wwwoffle -off
for me the system is working ok in mdk 8.0 but not in PCQ 7.1
