Rahul,

     The variations in compilation of /bin/login is quite a
bit between various distros. Normally, two  files  are read
in sequence:

     a) /etc/issue
     b) /etc/motd
     
     I am not sure what RH follows, but the convention is to
keep /etc/issue as small as possible, and put all your  ver-
bose stuff in /etc/motd (Message Of The Day). /etc/motd  may
be disabled in your distro ... check /etc/login.defs.  If it
is enabled, changing /etc/issue won't be enough, because the
default motd will still show through ...
