Perfect security is the ideal case.

Somethings to try to achieve that goal in increasing levels of security

1. Use a password for LILO.
2. Use a system boot password.
3. Make you boot order HDD/CDROM/FLOPPY (or HDD only!)
4. Lock the computer case to prevent CMOS RAM reset
5. Put you machine inside a steel cage to prevent unauthorized use
6. Lock you room when you go out (This is extreme and possibly not doable)

Actually, 1,2,3 are pretty straight forward but can be a PIT(AN) if you
boot your system often (or reboots occur due to power failures)

point 4 is only possible on some computer cases that have such a facility.

But I guess you get my point...
