Did not get your problem fully ...  Do you mean that you 
were earlier able to operate pppd and  shutdown/ halt as
a normal user, or after su to root ?

For security reasons, all files in /sbin  and  /usr/sbin
are supposed to be run under superuser privileges ... If
you could run those without root access, this is a devi-
ation. Probably, you have run  Linuxconf or  some  other
thing to set the suid bit, and given  your  users almost
superuser privileges. After installing some other  soft-
ware ( ? pam ), these  anomalies  were  corrected, which
resulted in your frustration.

Habit wise, it is not a good idea to have all  users run
progs from /sbin and /usr/sbin. If you  want  to  do the
same on a stand-alone box,  advisable  to use 'sudo' and
give access to selected users for selected programs like
wvdial, pppd or maybe even halt (but  surely not all the
things).
