Package epsfig just calls either graphics or graphicx package. It is
mainly there for compatibility reasons (with v2.09). LaTeX 2e uses the
new packages graphics/graphicx. From the file, Rai has already included
that package. All that he has to do is to change the \epsfig to 
\includegraphics (see below for example)

  \begin{figure}
    \begin{center}
      \rotatebox{-90}{\scalebox{1}{%
        \includegraphics*[40,350][410,580]{nsb3-b.ps}}}
      \caption{Packing of the molecules of \textbf{3} down $b$ axis.}
    \end{center}
  \end{figure}

The numbers after includegraphics are the bounding box coordinates. Very
helpful if one needs to crop an image.
