User admin pops mail down ... and all mail lands in the admin mailbox?

Try 

user admin with password secret is * here, assuming a multidrop mailbox.

To change the bindings of ctrl+alt+del to  "shutdown -h now", 
instead of  "shutdown -r now", edit  /etc/inittab, and change 
-r to -h ... The altered line should look something like this
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -h now
