You don't want a beowulf here. You need a S/390.
Beowulf clusters combine the processing power of small PCs to create a
large supercomputer like network computer, while the main strength of a
mainframe is disk IO.
And you need a ha (high availabiltity) solution. Please see
http://www.linux-ha.org for more details.
I would recommend multiple smaller servers, each with a local database,
which is replicated elsewhere.
{Large PC LAN}->Local DB server cluster.
You will want to replicate this data across a few districts in order to
have hot backups.
Depending on the amount of data you will want to handle, I would suggest
Postgres or Oracle as your database and machines with lots of disk
spindles for the DB servers (2 x 9GB is better than 1 x 18 GB for
performance). Oodles of RAM will help too.
Solid state disks would be better than SCSI, which is what you will
minimally need, but these are far more expensive.
You will also need very good RAID.

Clustering CPU doesn't always help, you need to cluster disks more
often.
