Easier said than done... considering the quality of connection here.. if
your smtp or pop3 connection hangs for some reason... you'll end up with a
whopping phone bill!!

When I was in UAE , I used to do this .. but out there I even had my modem
muted coz getting online was a sure thing... unlike here where even the
dialtone is not guaranteed! ;-)

I think Suresh's suggestion of ip-up and would be the best way to go and
set a fixed amount of time for flushing and fetching mails using cron.
