Starting  Woody;  actually it  was  done  later  on in  the  development
process, all packages have been ordered alphabetically and placed inside
the  /pool dir tree,  viz. http://http.us.debian.org/debian/pool.   So a
package, say 'adduser'  which usually goes inside the  base dir section,
has been moved into the pool dir tree as follows:

pool/main/a/adduser/adduser_3.45_all.deb

Yes, you are  absolutely correct.  One will not  find any packages under
the base dir.

The GNU is all about change in the march forward, of Computing :-)
