        I think i would be better to create a script with ipchains rules
to forward all 80 queries to the debian box (transparent proxy or
regular). When you want to stop people from accessing the net, u can
simple disable the ipchains rules. You have to enable ip forwarding
using
echo "1" > /proc/sys/net/ipv4/ip_forward or add a line IPFORWARDING=yes
in /etc/sysconfig/network

Here r the rules :

ipchains -A input -p tcp -d <ip_of_samba_box> 80 -j ACCEPT
ipchains -A input -p tcp -s <ip_of_samba_box> 80 -d <ip_of_debian_box>
80 -j REDIRECT 3128 (or 8080 when squid is a tranparent proxy)

put this in a file and make it executable. When u want to stop the net
usage simply do a ipchains -F. This should work, but since i don't know
how u have set up yr boxes, pls man ipchains for yr needs. I think this
is the best solution rather than adding users parallely when new users
come along or meesing up password entries. Another thing u could do is
to ask all windows clients to add the debian box's ip and the port to
the proxy setting in their browser and simply disable the request for
port 80 in the samba box by

ipchains -A input -d <ip_of_samba_box> 80 -j DENY
